-에 관하여 and -에 관해서 both mean 'regarding' or 'about.' They introduce a topic for formal discussion: 이 문제에 관하여 말씀드리겠습니다 (I would like to speak regarding this issue). The two forms are interchangeable, with -에 관해서 being slightly less formal.
The modifier form -에 관한 is also very common: 한국 문화에 관한 책 (a book about Korean culture). This attributive use appears frequently in titles, headings, and descriptions.
A synonym is -에 대하여/-에 대해서, which is more common in everyday Korean. -에 관하여 is slightly more formal and is preferred in academic and legal contexts.
